There is no doubt that Walker was attempting to conquer Central America when he arrived to Nicaragua in 1855. Even the American goverment of the time recognized Walker´s true intentions and tried to take distance from him. After the war was won by Costa Rica and her Central American allies a US warship arrived to Nicaragua and Walker surrendered to her commander in exchange to safe pass for him and his men to US soil.
What is not true is the perception that Walker was a US Goverment´s agent in charge to take possesion of Central America by whatever means available; Walker´s adventure in Central America was his own plot and doing. A proof of this was that early, in the 1850ies, he attempted to create a country out of the Sonora Desert in Mexico. After he was defeated by that country´s army he was arrested by US forces for violating the law.
