In Barusa's universe, the Time Lords recorded all events in the universe in the Matrix from within the safety of the Domed City of Gallifrey.

These Time Lords had twelve regenerations but only twelve incarnations: their twelfth and final regeneration would result, not in a change of body, but in the soul rising from the twelfth and final body to attain a spiritual immortality within the "resonating crystals" of the Domed City. It was possible for a Time Lord to reject this immortality by not being on Gallifrey upon their final death, a choice taken by Ulysses to remain with his human lover Annalisse.

The Time Lords had a strange bond with their planet: whenever the population was divided, great crevices would appear in the ground of Gallifrey, only to heal themselves once the population was once more at peace. (PROSE: The Chronicles of Doctor Who?)
