Shazar was a half-Time Lord who left Jewel to pursue power. He had been a friend of the First Doctor when they both lived on Jewel. Shazar aided the Daleks in their quest to control time and defeat the Time Lords. He was stopped by the Fourth Doctor with the help of the High Council. As a punishment, Shazar was shrunk back into a glass bottle and left on a primitive planet where he could do no harm. (COMIC: Return of the Daleks)

A "Homeworlder hybrid, miniaturised in a glass like a genie dressed as a comic book villain" was salvaged by Cortalian as a relic of the War in Heaven and auctioned at the First Auction in Heaven. (PROSE: Going Once, Going Twice)
