People should not visit that page without any prior information and nobody should be directed there, without seeing first the landing page of the local contest.
People are informed about the possibility to join a photo contest by the banner above Wikipedia, which directs them to the landing page of the country where they are located. On that landing page they get informed about what possibilities there are to join the photo contest. Alternative routes is that they see a link on social media/etc through what they visit the local landing page, the website www.wikilovesmonuments.org or the page with participating countries, in the end making sure people end up on the right landing page of the local team.
Local teams can offer multiple ways to upload images. One of the ways is the page maps.wikilovesmonuments.org. There is zero reason why people should end up on that page as they should first get information about how and when to participate in the local contest. Wiki Loves Monuments is organised by the local teams and each team can decide in which time period the photo contest will run, which differs per country. first of all experienced user that knows the link can go directly throug the map. then from the page Commons:Wiki Loves Monuments 2024 there's a link to wikilovesmonuments.org and the map is listed in the tools subpages.
If France is a non partecipating country (at all, this year) it CANNOT be the first one suggested on that website, also if everywhere else is well explained that is not a partecipant: and the monuments should be excluded or flagged as non participating (while navigating the map).

Austria

Hi, Austria is different. Participation in WLM in Austria is done by adding the template {{WikiDaheim|2024|at|topic=Cultural heritage monuments}}, which will in turn add the image to category:Media from WikiDaheim 2024 in Austria/Cultural heritage monuments (and not Category:Images from Wiki Loves Monuments 2024 in Austria). In rare cases this template fires (I assume when uploading via Commons Android App). See [1]. Hi @Christian Philipp (WMAT) & @Manfred Werner: Austria is listed in the Commons:Wiki Loves Monuments 2024/Participating countries, which means that the images of people joining WLM in Austraia through WikiDaheim should end up in the Category:Images from Wiki Loves Monuments 2024 in Austria (normally by the WLM template) and also in Category:Images from Wiki Loves Monuments 2024. Now none of the images ends up in these categories, while it should have been. This means none of the images uploaded in Austria counts for the total of images uploaded as being part of WLM. Also there is zero indication in the WikiDaheim template that the image was uploaded as being part of WLM.
For the international Wiki Loves Monuments team it is okay that in a country they decide to organise Wiki Loves Monuments as being part of a larger project, as long as the local team makes sure there is a jury to select the top 10 photos for the international round in WLM. But the situation that none of the images uploaded as part of WLM, while a country is listed being part of WLM, is something that I consider a problem. Hi @Romaine: , Category:Images from Wiki Loves Monuments 2024 contains Category:Images from Wiki Loves Monuments 2024 in Austria, which contains Category:Media from WikiDaheim 2024 in Austria/Cultural heritage monuments. Nothing has changed compared to previous years. Our local jury will nominate the 10 best images of cultural heritage and forward them to the international jury. If you cannot handle subcategories, I can add by template change any cat that you need for the WLM international. Nevertheless for our processes it is necessary to add {{WikiDaheim|2024|at|topic=Cultural heritage monuments}} to all relevant images. The point why I came here is that the android app for commons does not match this requirement. Images uploaded via the commons app will only participate in WikiDaheim and in a further step in WLM international, if someone manually adopts the templates in the files uploaded by the app. Fortunately almost nobody uses the Commons app. My request here (as the template is protected) was to change the line

to
|at={{WikiDaheim|2024|at|topic=Cultural heritage monuments}}
