Reason for the nomination:
This file was initially tagged by Netherzone as Copyvio (copyvio) and the most recent rationale was: This image has a "public domain" license "copyright term is the author's life plus 70 years", yet it was created in 1931 and the creator of this work died in 1947. I am failing to understand how it could be in the pubic domain out of copyright.
